Annual General Meeting on 01-11-2019

Since the creation of the international criminal tribunals for the former Yugoslavia and Rwanda and the International Criminal Court some 25 years have passed. Time for a “mid-term” review. The Board of the Society decided not to go primarily into the legal technicalities of international criminal law, but to look at the larger picture, i.e. positioning international criminal law in a broader context of progress-non- progress, alternatives, missing actors.

In his report, prof. Göran Sluiter addresses two major issues: a) the contested reach of the concept of criminal accountability and b) the criminal procedures applied, and he does so in search of “an optimal balance between efficiency and fairness”.
prof. Stephan Parmentier further contextualizes all of this by taking the perspective of the socio-legal scholar. His focus is on the concept of ‘transitional justice’, while he also addresses the role of international law in the establishment of new institutions and the way law operates in the wider political and social context.

dr. Antoine Duval and dr. Eva Kassoti look at one specific actor: corporations. Their report discusses various legal contexts in which international criminal law and corporations crossed, and it provides an informed sense of the directions in which the interaction is moving.

At the 2019 Annual Meeting the authors will present their papers. The presentations will be followed by a debate in which the audience will have the opportunity to participate.

A first reflection on the reports will be provided by mr. Fons Orie, former judge in the Dutch Supreme Court (1997-2001) and the International Criminal Tribunal for the Former Yugoslavia (2001-2017), and as of now still active as a judge at the Hague Branch of the UN International Residual Mechanism for Criminal Tribunals, established to complete the work of the ICTY and the ICTR.

• At 1:00 P.M. the Annual General Meeting of the KNVIR will be held, to which only members are admitted.
• Non-members interested in the subject of the meeting are welcome to attend the presentations and the discussion of the papers.
• The presentations and discussion will be held in English.
• Coffee and tea will be available from 12:30 P.M. onwards.

The printed version of the papers has been published by T.M.C. Asser Press in The Hague. Members have received the papers via regular mail.
